This paper focuses more on how the Bank's projects have performed and how the policy environment has evolved. This perspective is taken for two reasons. First, serious and often long-standing policy constraints still remain which frequently impede, and in some places, prevent progress from being made. Second, the Bank's shelter assistance program is now a mature sector with 278 loans to more than 90 countries for over $16 billion and has not been evaluated before.
